In July 2025, Four Freedoms adopted a resolution supporting the Responsible Artificial Intelligence Safety and Education Act (RAISE) Act (S6953B/A6453B), landmark legislation that requires the largest artificial intelligence (AI) developers to develop a safety plan to protect against automated crime, bioweapons and other widespread harm and risks to public safety.
AI is evolving faster than any technology in human history, driving scientific advances, developing life-changing medicines, unlocking new creative pathways and automating mundane tasks. But there is also growing consensus amongst experts that, in the wrong hands, it also poses catastrophic risks to humanity. Regulations are needed to control companies that build AI as they pose large-scale societal risks, such as cyber-attacks and bio weapons use. The RAISE Act responds to these threats by requiring AI companies to develop safety protocols and risk evaluations, third party reviews of such safety plans, protections from retaliation against employees for identifying safety concerns, and disclosures of major security incidents would restrict societal risks posed by artificial intelligence.
FFDC advocates for passage of the RAISE Act, and all relevant stakeholders including government officials, community organizations, and the public to take any and all steps to assist in the passage of safety policies and regulations of artificial intelligence for the protection of public safety.
